VA Appeals Court Changes Electronic Filing Requirements
Status: IN EFFECT
Effective Date: October 1, 2026
Category: VA Claims & Appeals
What Changed?
The U.S. Court of Appeals for Veterans Claims (CAVC) has implemented a new electronic filing system called the Appellate Case Management System (ACMS).
Beginning October 1, 2026, new appeals and petitions that require electronic filing must be submitted through ACMS rather than the court's previous CM/ECF system.
Cases initiated before October 1, 2026, generally continue using the previous filing system.
This is an administrative court procedure change, not a change to VA disability compensation rates or disability evaluation criteria.
Who Is Affected?
According to the court's filing requirements, this change affects:
Veterans appealing VA benefits decisions to the U.S. Court of Appeals for Veterans Claims.
Attorneys representing veterans before the court.
Accredited representatives and other authorized individuals submitting court filings.
Veterans representing themselves may continue submitting documents through authorized alternative methods, including email, fax, and traditional mail.
Why This Matters
Filing an appeal through the wrong electronic system does not automatically preserve or extend a filing deadline.
If an appeal is submitted through the incorrect system, the court may require it to be resubmitted using the appropriate filing method.
Missing an appeal deadline can have serious consequences for a veteran's ability to challenge a benefits decision.
The court's procedural requirements are especially important because veterans generally have 120 days from the mailing date of a Board of Veterans' Appeals decision to file an appeal with the Court of Appeals for Veterans Claims.
What Veterans Should Do
If you are pursuing an appeal before the U.S. Court of Appeals for Veterans Claims:
Confirm which filing system applies to your case.
If you have an attorney or authorized representative, verify that they are using the appropriate system.
If you are representing yourself, review the court's authorized filing methods.
Keep copies of submitted documents and any filing confirmations.
Pay close attention to your appeal deadlines.
Important: Filing an appeal with the Court of Appeals for Veterans Claims is different from requesting a Higher-Level Review, Supplemental Claim, or Board Appeal through the VA.
